Of course you have to put the milk in first. It is about taste - if you add the milk to hot tea it is slightly scalded, while adding the tea carefully to the milk raises the temperature more slowly and you don't get that nasty boiled-milk taste.

Everybody heats the pot first. It's not a class thing.
