Thank you. I sort of figure it depends on their Watchers. I think the comics suggested that Nikki Wood was called so late they'd given up on her and that her Watcher had arranged for her to go to college. I think it would depend on the Watcher but I figure some Potentials must have been dumped by the wayside when it became evident they wouldn't be called.
