Not necessarily dead. Without Angel Buffy won't overhear the prophecy (and no one would stop Giles from going into Master's lair... oops.) Not knowing about prophecy Buffy could allow Xander and Willow to tag along. (Considering that without Angel Buffy's relationship with Scoobies would go a bit differently - imo, they would become even tighter group.)
